Construction Manager At Risk Services - Concourse B Expansion & Terminal Improvements

The Sacramento County Department of Airports is soliciting Statement Of Qualifications(SOQ) from firms qualified to perform the CMAR services for this project. This Project will add six aircraft gates to the existing 19 gates on Concourse B for a total of twenty-five gates. To support the gate expansions, facilities improvements to Terminal B such as expansion of the baggage handling systems and additional baggage claim carousel may also be required in support of the additional six-gates expansion of Concourse B.

Request for Proposals - Community Workforce and Training Agreement Administrator Services at Sacramento International Airport

The County of Sacramento (County) Department of Airports (Department) is soliciting proposals from qualified firms, organizations, and service providers to provide administrator services for a Community Workforce and Training Agreement (CWTA) in conjunction with the construction of six large-scale capital projects comprising the County’s “SMForward” projects at Sacramento International Airport (SMF). The County anticipates awarding one agreement under this Request for Proposals (RFP).

CWTA and SMForward Project Updates

As part of the CWTA, Sacramento International Airport is advancing initiatives for local workforce equity and development. Highlights of our CWTA commitments include:

  • Local Hiring Goals: We aim to have 50% of construction hours worked by local residents, promoting career opportunities for the Sacramento area.

  • Veteran Outreach: The Helmet to Hardhats program supports veterans interested in transitioning to construction careers within our projects.

  • Contractor Engagement: All contractors are required to complete the Agreement to be Bound and participate in Pre-Job meetings to ensure compliance with CWTA requirements. See Fact Sheet for more information.


Construction Career Pathways and Workforce Development

We’re committed to providing resources and training to those interested in construction careers, whether experienced or new to the field:

  • Pre-Apprentice Training: People Working Together, Northern California Construction Training Program, and Tradeswomen, Inc. offer pre-apprentice programs, including classroom instruction and hands-on skills training for individuals starting their journey in construction​.   • Opportunities for Experienced Workers: Skilled individuals are referred to SMF contractors, providing pathways to long-term employment and professional growth.

FAQs

In March of 2024, Sacramento County entered into a Community Workforce & Training Agreements (CWTA) with the Sacramento-Sierra Building & Construction Trades Council (SSBTC) and 18 local unions. The CWTA establishes terms and conditions of employment for SMForward projects.

One of the benefits of the CWTA to the Sacramento region is employment of Local Area Resident (a Local Area Resident is defined as any person living within Sacramento County or the surrounding 7 counties). The CWTA asks contractors and unions to strive toward 50% of all craft hour worked to be performed by Local Area Residents.

A Targeted Worker is a Local Area Resident who fits into one or more categories listed in the CWTA: female; experiencing homelessness; veteran; receiving income-based public assistance; whose documented income is 70% below the standard income level.  Contractors are encouraged to have 20% or all journeyman and apprentice hours performed by Targeted Workers.

The CWTA covers the following projects: Terminal B Parking Garage, Concourse B Expansion, Terminal A Expansion, Ground Transportation Center, New Terminal A Exit Road, Consolidate Rental Car Facility.

The CWTA covers key infrastructure projects at SMF, with upcoming milestones as follows:

  • Terminal B Parking Garage – Q4 2024

  • Terminal A Expansion – Q4 2024

  • Concourse B Expansion – Q3 2025

  • Consolidated Rental Car Facility – Q4 2025

  • Ground Transportation Center – Q3 2026​
